I created my background by stenciling with the Incredible Views Stencil Collection. I stamped and die cut a few tags from the Going Places Stamp set, I popped them up and placed them in the center. I finished my card by adding bakers twine to the tags and a few Papertrey Ink Rainbow Gems.
